Cause: When a condition or effect makes it hard for you to speak, you have [Speech Impairment].

Effect: Skill actions with the [Vocal] keyword have their DL raised by one.

Removal: When the condition that caused you to have a [Speech Impairment] is removed, you lose the [Speech Impairment] condition. In rare cases, this condition is permanent.
